Go to options, advance, then disable outlook addin near the bottom of the list. I just went on the apps page and disabled "allow users to install 3rd party apps," while keeping the Microsoft app installs enabled. Compliance reached out to me and said users should only be able to freely install Microsoft owned apps on o365. This applies to teams and outlook and office apps. I was under the impression that this "let users access third party apps in your tenant" was all encompassing and would disable all 3rd party apps / add-ins for all o365 app

The problem is that this is starting to affect everyone in the company. It started with one user and now we have 20 reports and growing. I’m back in the office now after a week and this is still going on. It’s interesting that O365 and CTR users seems to be effected because the work offline mode stuck majority of the affected users in our office are Outlook 2016 or 2019, not O365 (though I think 2019 is CTR). Exploring this admin page, i see that I'm able to make policies for each o365 app. The common factor is the following message for every crash in the eventlog ‘Outlook crashed during the xxxxxxxxx callback of the ItemEvents_10 interface while calling into the xxxxxxxxxx add-in. To disable all the add-ins, just use Group Policy to delete or rename the Addins to OldAddin
